In order to effectively help startups and entrepreneurs alleviate capital issues, stimulate the vitality of market entities, and provide strong support for high-quality and sufficient employment, the Shanghai Municipal Small and Medium-sized Enterprises Policy Financing Guarantee Fund Management Center and the Shanghai Municipal Employment Promotion Center jointly convened 27 cooperative banks and employment promotion centers of various districts to hold the 2025 Shanghai Municipal Entrepreneurship Guarantee Loan Work Conference recently.
At the meeting, Zhu Xiaofeng, Deputy Director of the Shanghai Municipal Financing Guarantee Center, introduced the development of the entrepreneurship guarantee loan work. In 2024, under the guidance of the Municipal Finance Bureau, the Municipal Human Resources and Social Security Bureau, and the People's Bank of China Shanghai Branch, the entrepreneurship guarantee business focused on serving the development of talents, empowering enterprise innovation, and fully played the "four to lift a thousand" leveraged role of the entrepreneurship guarantee funds. The business focused on "supporting the early and small", precisely serving key groups, actively promoting digital transformation, greatly improving the approval efficiency, effectively solving the dilemma of difficult and expensive financing for enterprises in the early stage of entrepreneurship, and delivering financial "lifeline" to enterprises with strong employment absorption capacity but limited financing channels.
In 2024, a total of 180 branches of 24 cooperative banks participated in the entrepreneurship guarantee loan work in this city. The Municipal Employment Promotion Center and the Municipal Financing Guarantee Center jointly commended the top ten branches and 25 outstanding service specialists for their large business scale, many supported projects, good risk control level, and significant achievements in promoting entrepreneurship and employment. The Changhejing Branch of Shanghai Bank, as a representative of the "Top Ten Outstanding Branches", stated that the branch has always adhered to the mission of "serving small and micro enterprises and serving the real economy". Through deepening the "Government-Bank-Park" three-dimensional collaborative mechanism and building a full life cycle service system for enterprises, the business scale of the entrepreneurship guarantee loan in 2024 reached 120 million yuan. The Baoshan District Employment Promotion Center also shared its experience, breaking down departmental barriers through the "Red Power" service alliance, deepening the "Government-Park-Bank-Enterprise" cooperation relying on the "Two Lines and Three Zones" and the "15-Minute Service Circle" venues, and creating a "One Enterprise, One Group" full-accompanying mechanism, which has assisted the development of small and micro enterprises.
Li Tengfei, from the People's Bank of China, Shanghai Branch, introduced the financial policies and related measures for 2025, emphasizing that a good monetary and financial environment will continue to be created for the development of small and micro enterprises, solid financial services will be provided for private enterprises, publicity and promotion will be intensified, and the information barriers of private enterprises will be broken through to empower financing services for small and micro enterprises to high quality. Zhao Xiaoyun, Deputy Director of the Shanghai Employment Promotion Center, pointed out that under the coordinated efforts of all parties, the work of entrepreneurship guarantee loans in the whole city in 2024 has established a smooth consultation channel and incentive mechanism, forming a good situation of "government, guarantee, and banking" to promote together, with remarkable results. In the future, it is hoped that all parties will continue to work together to improve the accessibility, convenience, and sense of acquisition of public entrepreneurship services, focus on key groups, integrate service resources, provide entrepreneurs with all-round and convenient entrepreneurship services, and inject strong impetus into stabilizing employment and ensuring people's livelihoods and promoting the high-quality development of Shanghai's economy.
