The Shanghai Municipal Small and Medium-sized Enterprises Policy Financing Guarantee Fund Management Center and the Shanghai Employment Promotion Center have jointly promoted the work of entrepreneurship guarantee loans. In 2024, under the guidance of relevant departments, the entrepreneurship guarantee business focused on "supporting the early and small", providing precise services to key groups, and promoting digital transformation to improve the efficiency of approval. 180 branches of 24 cooperative banks participated in this, and the top ten branches and 25 outstanding service specialists were commended for their large business scale, many supported projects, good risk control level, and significant achievements in promoting entrepreneurship and employment. The Baoshan District Employment Promotion Center deepened the "Government-Park-Bank-Enterprise" cooperation through measures such as the "Red Power" service alliance, and created a "One-Enterprise-One-Group" full-process companion mechanism. This policy aims to alleviate the capital problems of start-up enterprises and entrepreneurs, stimulate the vitality of market entities, and promote high-quality and full employment.
